<p>Tunisia was the first Arab country to have a pro-democracy uprising in the winter 2010-2011, and now it was the first to have held elections. Tunisia take to the polls on October 23, to choose a constituent Assembly which will served with the first draft of the Constitution of a democratic State and appoints a new transitional Government. The election was judged free and fair by a number of recordings of domestic and foreign observers, the testimony of the interim Government approached the seriousness of the polls. In the eyes of many observers, Tunisia is lighting the way to the front where others&#8211;especially Egypt&#8211;is shaky.</p>

			<content:encoded><![CDATA[<p> Army Corps of Engineers has decided to increase the flow of the River Ouachita so that industries such as graphic packaging in West Monroe and West Monroe city like municipalities can release more of their wastewater treated to a river and avoid production curtailments. </p>
<p> Colonel Jeffrey Eckstein, Commander of the Corps of Vicksburg (Miss.) District, said the Agency will improve the flow by lowering the pool at Felsenthal lock and dam from 65 feet to 65 feet. That will increase the flow of about 350 cubic feet per second for a total of 550 cubic feet per second.</p>
<p> industries and towns along the River rely on releasing millions of gallons of treated wastewater into the River every day, but the current flow is not sufficient to meet the needs of the dilution of the regulators of the environment.</p>
<p> &quot;we will try to make the best use of the water we have available,&quot; said Eckstein.</p>
<p> Lowering Felsenthal pool, supported by the Entergy&#039;s release of water from the Lake Catherine and Lake Hamilton in Arkansas near hot springs, can provide a flow of 550-cubic-feet-per-seconds until December.</p>

<p>Justice Ronald Robie noted that the agreement addressed a long dispute defied easy answers.</p>
<p>&quot;It is a question of finding the right solution to a problem that has been around for a long time, and which require ingenuity,&quot; it said in a hearing.</p>
<p>A Panel of three judges of the district is considering whether to appeal 3 will reverse the Pact that created the nation&#039;s largest farm-to-city water transfers and establishes new rules for dividing the State of the Colorado River. Farmers and environmental challenge the Pact, while California water agencies is vital to maintain said peace was uneasy about the River.</p>
<p>If a lower court ruling stands, the consequences can ripple to the six other Western States and Mexico, which also relies on the 1,450-mile that flow from the Rocky Mountains to the sea of Cortez. The agreement remains in effect while the case is under appeal.</p>

<p>US District Judge James Redden sent an email to lawyers Tuesday said he had asked that the case is moved.</p>
<p>Redden gave reason to resign. He was 82 and had taken on a reduced workload for quite some time.</p>
<p>Redden has been a champion for wild salmon and the Endangered Species Act, said Pat Ford, Executive Director of save our Wild Salmon, a coalition of conservation groups that bring litigation soon after salmon started going to threatened and endangered species list in the mid-1990s.</p></p>
